Declared through Proclamation No. 1638 by then-President Gloria Macapagal-Arroyo in 2008, November 01 confronts the deeply entrenched "Filipino time" phenomenon. This dedicated Awareness campaign, championed through the Organized Response for the Advancement of Society, traces tardiness back three centuries to Spanish colonial influence, later contrasted against stringent American-imposed scheduling discipline. Remaining relatively Obscure outside government circles, this observance nonetheless mandates participation across public offices, schools, and universities nationwide. Punctuality and civility, proclaimed indispensable virtues, aim toward cultivating peaceful, prosperous societal cohesion. Throughout the Philippines, institutions organize workshops encouraging citizens toward self-reflection, challenging generational habits perpetuating chronic lateness and diminished interpersonal respect.
